A simple riddle to begin with: what is always coming but never arrives?
The answer, of course, is tomorrow, but the same sentiment could be applied to the implementation of changes to the whip rules in British racing.
I am more than happy for it to be known that I find the whole whip debate incredibly tiring as the same predictable arguments arise time and again, after which nobody comes away feeling the least bit satisfied or reassured by what the future holds.
