Senior racing figures doubted ROA's ability to deliver ownership strategy

The capacity of the Racehorse Owners Association to successfully deliver the Industry Ownership Strategy (IOS) was repeatedly questioned by the Levy Board and senior racing figures, who labelled the ROA’s efforts as “broad brush” and worried updates “did not give confidence that it was going to be able to deliver”.

The ROA received over £1.2 million in levy funds between 2018 and last year to lead a cross-industry project on behalf of British racing to create a strategy to “support the racing industry by enhancing the involvement of owners and the number of horses in training”.

However, concerns were raised throughout the three-year project according to redacted documents seen by the Racing Post following a Freedom of Information request to the Levy Board.
