UPDATED: Premier League rankings after the transfer window slammed shut

Liam Flin assesses the strength of all 20 teams for the 2019-20 season

1 Manchester City

The best just got better. Manchester City have posted points tallies of 100 and 98 in the last two seasons and should be stronger with a fully-fit Kevin De Bruyne in their ranks and Rodri acting as deputy for Fernandinho.

2 Liverpool

The Reds looked good in the Community Shield and, even without significant summer investment, they are still head and shoulders above the chasing pack. A lack of squad depth compared to the Citizens could prove their downfall.

3 Tottenham

Tottenham look nailed on for third spot. They are still some way off the quality of the top two but should finish best of the rest. The addition of Giovani Lo Celso only adds another string to their bow, while a fully-fit Harry Kane should be a prime contender for the Golden Boot.

4 Arsenal

Arsenal shattered their transfer record to bring in Nicolas Pepe from Lille, snapped up one of Spain's most promising midfielders on loan in Dani Ceballos and enhanced their defence with the additions of Kieran Tierney and, eventually, David Luiz. Unai Emery is an accomplished coach and they should make the Champions League spots this time around.

5 Chelsea

Losing Eden Hazard and having an inexperienced coach in Frank Lampard do not bode well for the Blues but they have an excellent array of young talent and a solid defence, so should make the Europa League places.

6 Manchester United

#WoodwardOut was trending on Twitter on deadline day, suggesting United fans are not happy with their business this window. They have lost Romelu Lukaku, look short of start quality in the final third and many are unconvinced Ole Gunnar Solskjaer has what it takes to return the Red Devils to their former glory.

7 Leicester City

Brendan Rodgers has had a full summer to work with a talented squad and the Foxes look an excellent option to finish best of the rest. Youri Tielemans is one of the most promising midfielders in world football and Jamie Vardy could be a shrewd Golden Boot candidate.

8 West Ham

West Ham have concluded excellent business in signing diminutive midfielder Pablo Fornals and Sebastien Haller, who contributed more goals and assists combined than €60 million man Luka Jovic at Eintracht Frankfurt last term. Manuel Pellegrini knows the Premier League well and with wantaway forward Marko Arnautovic no longer on the scene, they can enjoy a positive campaign.

9 Everton

Everton were prominent on transfer deadline day and Marco Silva has a number of new faces to bed in. Moise Kean is an exciting striking option and, although it could take time for them to gel, once they get going they should comfortably land a top-half finish.

10 Watford

Watford could have achieved better than the 11th place they got last season had it not been for the distraction of their run to the FA Cup final and with Ismaila Sarr adding another dimension to their attack, they should go one better in 2019-20.

11 Wolves

Wolves should be the blueprint for all clubs coming up to the Premier League and Nuno Santo worked wonders last season. But Ivan Cavaleiro and Helder Costa departing on loan leaves them with a small squad, which could be stretched by Europa League duties.

12 Bournemouth

The Cherries did well to keep hold of the likes of Callum Wilson and Ryan Fraser and they look stronger in both full-back positions with the acquisitions of Jack Stacey and Lloyd Kelly. Their free-flowing football and good home form should earn them a respectable finish.

13 Southampton

Ralph Hasenhuttl has had a full summer to work with a settled Saints squad and he got the best out of Nathan Redmond last term. With the permanent addition of Danny Ings and the signing of Che Adams, they should have the goals to cement a respectable league position.

14 Burnley

Sean Dyche surely has the Burnley job for as long as he wants it and the Clarets should comfortably secure their Premier League survival. Pep Guardiola described a game at Turf Moor as being like a trip to the dentist and they make themselves tough to beat on home soil.

15 Crystal Palace

It was far from an ideal transfer window for the Eagles, who failed to replace the departing Aaron Wan-Bissaka. But they kept hold of Wilfried Zaha and, when he comes to terms with the fact he is staying put at Selhurst Park, he can play a key role in their push for survival.

16 Brighton

Brighton looked destined for the drop under inexperienced manager Graham Potter but the late triple swoop for Adam Webster, Aaron Mooy and, most importantly, striker Neal Maupay enhances the spine of their team. Those signings could prove to be the difference.

17 Aston Villa

Aston Villa seem to have failed to learn from Fulham's mistakes last season. Their scattergun spending on players without Premier League experience, coupled with the return of 25-goal striker Tammy Abraham to parent club Chelsea, makes them a potential value bet for the drop.

18 Newcastle United

The additions of Joelinton and Allan Saint-Maximin represent a step in the right direction but punters should not ignore the drastic downgrade in manager from Rafael Benitez to Steve Bruce along with the toxic atmosphere on Tyneside.

19 Norwich City

City looked sharp in the Sky Bet Championship last season but the Premier League is uncharted territory for Daniel Farke and most of his squad. If Teemu Pukki stops firing, it could get ugly.

20 Sheffield United

Chris Wilder is a great fit for the Blades and Oli McBurnie is a good capture for £20 million but their back three could crumble against more accomplished attacking units this season.
