British racing’s new governance structure received a cautious welcome yesterday, with Goodwood chief executive Adam Waterworth, a critic of the sport’s inaction over falling field sizes this summer, among those to take a positive view of the changes.

However, some eyebrows were raised over the absence of bookmakers and betting groups from the decision-making process, with Sean Trivass, the chair of the Horseracing Bettors Forum, saying his organisation would “like more input”.

A new decision-making system for the sport will be implemented giving the ten-person BHA board the final say on recommendations put to it by three separate committees covering the commercial, regulatory and wider industry aspects of the sport.
