Urgently needed: interference rules that don't read like Humpty Dumpty made them

When Humpty Dumpty is asked by Alice in Through The Looking-Glass why he seems always to choose the wrong word to convey his meaning, he explains: "When I use a word . . . it means just what I choose it to mean – neither more nor less."

Alice very reasonably responds: "The question is . . . whether you can make words mean so many different things."

There are points in any review of the current BHA rules on interference where, if one didn't know better, one might start to speculate as to the extent of Humpty Dumpty's involvement in their creation.
