In this season of goodwill to all men the government has proven to be something of a Scrooge as far as racing is concerned.

At time of writing the House of Commons has risen and there is still no confirmation of the details of levy replacement which the sport had been hoping to hear before Christmas.

From Thursday there will be 99 days to go before the proposed start of racing's new central funding system and as yet we have had no confirmation of what the rate will be and how the system will work in practice.
