Patience a virtue when it comes to the white paper as frustrations mount

Watching questions for the Department for Digital, Culture, Media and Sport in the House of Commons on Thursday made for a strange experience.

In recent weeks it had been strongly rumoured that ministers would use the occasion to finally reveal that the government's gambling review white paper had been published.

Instead Chris Philp, the minister who had been overseeing the gambling review, was not even in the chamber, having that morning joined the torrent of ministers who had resigned from government as turmoil surrounded prime minister Boris Johnson.
