Lord Lipsey and Philip Davies MP may come from different sides of the political divide but they have long held the same view about the levy – that it should be abolished.

It should not have come as a surprise then that they have voiced their opposition to the government's plans for levy replacement and are ready to challenge the legislation.

In 2014 the two politicians responded to a government consultation on whether there should be levy reform or replacement by saying the statutory levy should be scrapped and not replaced, with Lipsey adding he expected there to be strong opposition across parliament to the plans.
