Six-figure cost of failed abolition revealed in Levy Board annual report

The second stage of the government's levy reforms fell through

More evidence of the six-figure financial cost of the government's failure to implement the second round of its reforms to the levy system have been detailed in the Levy Board's annual report for 2018-19, which was finally published this week.

The Levy Board had been due to be abolished at the end of March 2019 with a new Racing Authority taking on its spending role and the Gambling Commission its collection duties.

However, government legislation was halted after objections on procedural reasons from a joint committee of MPs and peers, with the threat of abolition being lifted from the Levy Board.
