Racing expresses delight as government begins second stage of levy reforms

The legislation required to enact the second stage of the government's levy reforms and bring about the closure of the Levy Board has been laid before parliament.

The legislative reform order (LRO) will lead to the board's levy collection duties being taken on by the Gambling Commission from April, while distribution of levy funds will be carried out by the Racing Authority representing the BHA, Horsemen's Group and Racecourse Association.

However, the government's estimate of the savings that will result from the changes has more than halved owing to an increase in the Racing Authority's estimated operating costs.
