No immediate prospect of cavalry arriving to deliver levy reform

Hopes that levy reform might ride over the horizon like the cavalry come to rescue British racing from its financial woes any time soon have been deflated with the emergence of Nigel Huddleston's letters to Annamarie Phelps.

To be fair, the most recent communication sets out again what emerged in December, stating that the government would not look at reforming the levy this year but instead consider the case for bringing forward a review.

The BHA had welcomed this in December as a step forward, which to an extent it is, but had not mentioned publicly that just two months earlier Huddleston had stated point blank that he did not consider there was a case for immediate levy reform, a position he reiterated this week.
