The process of deciding a levy scheme for 2017-18 has begun, even though the government has said the levy system will be replaced from April next year.

Although the Department for Culture, Media and Sport on Thursday reiterated its commitment to having a replacement for the levy in place by April 1, there is still a statutory requirement for a levy scheme to be in place.

It would also mean that racing is not left with a funding black hole should the government timetable for a new structure slip.
