I'm sure some might think this a good idea, but personally I think it's a backward step guaranteed to restrict female riders to lower class racing.

Sure, they might get some chances in decent handicaps, but how many trainers do you know who regularly put up apprentices in Group races when they can't claim? There aren't many.

The thinking goes: if they can't claim their allowance, I might as well get a more experienced jockey.
