BHA to consider new non-runner rules in light of Harry Angel drama at Ascot

The BHA is considering changing its non-runner rules due to global inconsistencies highlighted by the drama that surrounded Harry Angel at Royal Ascot in June.

The 5-2 favourite was deemed to be a runner after he became snagged in the stalls and lost several lengths on his rivals.

The case was raised at the International Federation of Horseracing Authorities' annual conference in Paris by Kim Kelly, chairman of the organisation's harmonisation of raceday rules committee.
