Three-tier racing - is this the radical solution to Britain's fixture list woes?

The complexities and controversies surrounding the fixture list were graphically illustrated by the recent Racing Post series on the subject.

At the heart of the problem is the BHA's inability to exercise proper control over fixture allocation when racecourses continue to maintain they have ownership of their fixtures and threaten litigation to support this assertion. Against this background, the number of fixtures continues to grow with the means to support them spread far too thinly.

I have long maintained this situation requires a radical rethink of how the fixture list is organised and 12 years ago, when running the ROA, I put forward a plan that I believe continues to be worthy of discussion today.
