The more you consider the governance of modern-day sport, the more you realise the 'uneven' nature of the task facing regulators in their efforts to administer justice and fair play.

In racing, Christopher Quinlan QC has just cast his seasoned eye over the disciplinary and licensing systems. Despite widely quoted and occasionally alarming comments from lawyers with recent involvement in the BHA's disciplinary processes, Quinlan opined: "I have firmly concluded that the disciplinary system should not be, and in reality is not, in crisis."

Quinlan didn't just conclude, he firmly concluded. Yet he still found the need to make no fewer than 24 recommendations to bring the systems up to scratch.
