In April 2016 the then-Turf Club’s inability to make non-trier convictions stick prompted the sitting senior steward Meta Osborne to vow to beef up the constitution of its most fundamental integrity statute.

Osborne's commitment came after Tony Martin’s JP McManus-owned Noble Emperor had been deemed not to have run on its merits when second at Limerick after being sent off the 7-4 favourite in a handicap hurdle.

Barry Cash had poached an early lead aboard Velocity Boy, and the stewards on duty concluded that Barry Geraghty’s efforts to send Noble Emperor in pursuit were inadequate.
