When are rules not rules? When the punishment doesn’t fit the crime, they become mere guidelines.

I’m sure Richard Johnson, Patrick Mullins, et al, are not licking their wounds after whip bans and fines at Cheltenham. On the contrary, they are probably still celebrating.

If the stewards are serious in trying to enforce the whip rules then they surely have to make the repercussions for breaching them more severe.
