The reappointment of Horse Racing Ireland chief executive Brian Kavanagh for a third term is due to come under intense parliamentary scrutiny when the Dail resumes this week after the summer recess.

Kavanagh had already served two seven-year terms before HRI board members voted by a majority to ratify his reappointment for an additional five years in July.

HRI chairman Joe Keeling secured the consent of the two government ministers responsible for supervising the organisation, Michael Creed, the Minister for Agriculture, Food and the Marine, and Paschal Donohue, Minister for Public Expenditure, for a decision which ran counter to government guidelines.
