Owners' body rejects claim it is blocking proposed reforms to sport's governance structure

The body representing owners has hit back hard at suggestions it is blocking proposed reforms to racing's governance structure and is instead seeking to understand how Charles Allen's radical plans would be funded at a time when "pressure on owners' costs is significant".
A crucial BHA board meeting is scheduled for July 28 when feedback on the plans from participants and racecourses will be considered, and the likelihood of Lord Allen assuming his role as BHA chair will be clarified.
Trainers, jockeys and stable staff reiterated their backing of Lord Allen on Monday, but the Racehorse Owners Association (ROA) and small independent racecourses were said to harbour concerns about the proposals, potentially scuppering the incoming chair taking up his role, which he had been due to start last month.
